FATF: updated list of jurisdictions under increased monitoring

03.11.2026

On 30 October 2026, the Financial Action Task Force (FATF) updated its list of jurisdictions under increased monitoring, also known as the grey list, removing four countries: Monaco, Bulgaria, the Democratic Republic of the Congo and Côte d’Ivoire. No new countries have been added to the list.

Financial institutions of Latvia and other reporting entities under the Law on the Prevention of Money Laundering and Terrorism and Proliferation Financing must take geographical risks into account, among other things, when developing internal control systems and conducting customer due diligence. The assessment of geographical risks is an essential factor in protecting not only Latvia’s financial system but also the international financial system from money laundering, terrorist financing and proliferation financing risks associated with specific countries and territories.

FATF includes jurisdictions with strategic deficiencies in their anti-money laundering, counter-terrorist financing and counter-proliferation financing systems on its list of jurisdictions under increased monitoring. These jurisdictions have committed to working with FATF to address the identified deficiencies within agreed timeframes. In the case of high-risk jurisdictions, FATF calls for enhanced customer due diligence measures and, in the most serious cases, countermeasures to protect the international financial system.

The jurisdictions currently under increased monitoring by FATF are Angola, Bolivia, Bosnia and Herzegovina, Cameroon, Haiti, Iraq, Kenya, Kuwait, Lao People's Democratic Republic, Lebanon, Nepal, Papua New Guinea, South Sudan, Syria, Venezuela, Vietnam, the Virgin Islands (UK) and Yemen.
